Campus Services: Hiring Independent Contractors within Campus Services

Summary of Policy

All Independent Contractors (IC) and third-party vendors must comply with all Dartmouth College W-9 and Independent Contractor forms, compliances, and regulations. Additional restrictions apply if hiring an IC within the Campus Services division.

Reason for Policy

To clarify and further refine Dartmouth's Independent Contractor Policy as it pertains to hiring and IC within the Campus Services division.

Policy Statement

All Independent Contractors (IC) and third-party vendors must comply with all Dartmouth College W-9 and Independent Contractor forms, compliances, and regulations.

If hiring an IC within the Campus Services division, the following apply:

  • At least two years must pass between the time a former employee leaves the employ of Dartmouth College and is rehired by Campus Services in the capacity of an independent contractor or third-party vendor. Any exceptions must be approved by the COO-Campus Services.
  • The IC must prove they have other active clients or customers outside of Dartmouth College.
  • The IC must show advertising in the form of a website or by other means that shows their services are available to the general public.

It is important for the hiring manager to obtain three bids or a sole source justification for each project which is approved by the VP-Campus Services, AVP-FO&M, or COO-Campus Services.

Exclusions & Exceptions

This policy applies to Campus Services employees who are in a position to hire independent contractors.

Ramifications

If a former employee is hired as an IC without regard to the above-mentioned policy, the hiring party can face disciplinary action.
